Most of these countries hold sovereign bonds — debt they issued in better times, now trading at a fraction of face value. Those bonds are backed by real assets: oil, minerals, infrastructure. We work with Treasury and OFAC — which is already in process with Venezuela — to let American companies legally acquire and monetize those bonds. That unlocks the capital to develop the resources.

A large percentage of the proceeds are set aside into a PTP Fund dedicated for development in the specific country, with appropriate oversight to guarantee benefit to the people, rather than corrupt government ministries. The balance is utilized for self-defeasance, investor returns and redeployable capital that funds the next deal. It keeps going. No appropriation required. No additional tax-payer expense for the beneficiary country, or for the U.S.
